The third plenum is one of the most anticipated gatherings of policymakers in the party’s five-year cycle, as it sets development priorities for around the next decade. This year’s plenum was more anticipated than usual, as it was delayed by around nine months compared with the norm – and as China’s economy faces massive structural, demographic and geopolitical challenges.
